Step 1

Cook and drain the pasta.

Step 2

Cook meat grounds, olive oil, salt, cumin, chili powder, garlic, and water. Add bell pepper and cook. Set aside to cool.

Step 3

Combine sour cream and lime juice in a separate small bowl.

Step 4

Combine all ingredients together. Serve warm or cold.
